Halflings are cheap to replace, and expected to take injuries - better to start to have +100k in Inducements than to worry about an Apo. ymmv.
For a starting team (and for some coaches), 12 players plus a guaranteed 400k bump in Inducements is something to be considered. Or somewhere between Variations #1 and #2, as 1 RR is definitely less than needed. ymmv.
For the cost of 1 re-roll, you can get so much more that will help the team long-term... ymmv.
