If the BBRC has decided to make changes to WA yet again, do they make “official changes” to the rules between the yearly reviews? Is there even a precedent for it? |

not normally, but the new lrb hasn't come out yet. The thinking is that when they put out the new lrb it will include the change. |

The 2+ to foul WILL be removed, I've been told so directly by one of the BBRC guys. It will be 2+ to block or blitz, 4+ for everything else. |

Will that transform my killing machine Mino into a Bonehead?
I hope at least he doesn't loose his tackle zone nor his tentacles for the nex turn...
At least, he will be able to use his horns once again |

Thats the pay off for not being able to move on 2+, you keep your tackle zones when you fail. Otherwise it would just be awefull bonehead as it is it's about on par with bonehead. |
