It's listed under IRC Info and Help, on the front page - so 3 clicks away at any time, from any page on the site.
That's all well and good, but the fact that no one could find it speaks volumes.
The User Guide was a mess until Colin took the initiative a couple of years back and cleaned the entire thing up - which is the reason that it's usable at all. I think we're due for another revision at some point (with a couple of years' worth of feedback), should anyone be interested in contributing.
