The problem Spiro has is that he thinks he needs 16 players. Those extra players are often going to be sitting on the bench all game instead of being a star player, rerolls, bloodweiser babes or what have you.
In the new edition, managing TV seems to be much more important than it ever was.

You are certainly wrong, i played matches vs necro, CD and i have been outnambered very easy so... Amazon's players never too much in reserve, but probably you playing with the dwarfs so... Amazon team aren't good in making CAS specially with the new ruleset. Try play them and you will see.

do they make a difference...yes
do they make as much of a difference as the old handicaps...not that I've seen so far
are they as fun as the old handicaps...not remotely
are they more fair of a balancer than the old handicaps...depends on the TV levels of the teams and difference between them. At lower TV yes i think they balance all right...at higher...no inducements don't make enough of a difference...this again only from what i've seen so far. The high end does get the additional balancer of spiraling expenses though...which so far I hate with a passion which I take to mean Do make a big enough difference.
