Originally, I was thinking of allowing teams of the groups average TR to
join... but after the feedback I've gotten, I realized that wasn't fair to
everyone who was below the groups average.
I changed it so that I'm accepting 4 teams of TR 116 (the lowest TR in
the group right now) or lower for the Extreme League.
Sorry for the confusion.
