Everyone hates the effects of Decay. But I kind of like the idea of biomatter constructs exploding like wet tacos hitting a tile floor. Maybe one solution is simply to dumb it down:

Decay (E): When this player rolls 4 or higher on the Casualty table, roll one more time.

Here's the math:
Code:
      current  rr 4+  no decay
BH:     25%     50%     50%
MNG:    19%     11%     17%
5+      56%     39%     33%
Perm:   22%     14%     17%
2xPerm:  3%      3%      0%
DEAD:   31%     22%     17%


So as you can see a 4+ additional roll means the chances of getting a permanent injury decrease from 56% to 39%. This is only 6% higher than for a player without Decay (33%). And MNG results would actually be lower to compensate.

I see that you are speaking of fluff. So please explain how 1 guy could have both Decay and Regeneration skills.

Hehe an excellent point. However fluff is like statistics, you can use it to justify practically anything. Tomb Guardians are ancient, dry, dusty bones held together by bandages, armour, and magic. Decay addresses the wet taco phenomenon of the matter itself. The Regeneration roll is the test to see if the magic is able to hold the parts together.

I think for Tomb Guardians, you shouldn't change Decay, but Regeneration. From BH -> Regen works, Perm -> regen fails like it is now to perhaps, 50% in both cases....

Decay is fine just take it off TGs.
