Yes. The skill description is "The player's presence is very disturbing, whether it is caused by a massive cloud of flies, sprays of soporific musk, an aura of random chaos or intense cold, or a pheromone that causes fear and panic. Regardless of the nature of this matation, any player must subtract 1 from the D6 when they pass, intercept, or catch for each opposing player with Disturbing Presence that is within three squares of them, even if the Disturbing Presence player is Prone or Stunned."

(Get your Nurgle warriors near a Bombardier (but not to close!) and watch the hilarity ensue. I enjoy my opponent fumbling bombs almost more than fumbling the ball. For those playing bombers, don't forget to watch what the client is warning your bomb pass roll will be. Except if you're playing against me. In that case, I'm sure the 6+ bomb roll will be fine. Wink)

Just place the bomber on scrimmage and throw as the last action of the turn

fumbling on a 1-5 and hitting 3 rotters/bloaters on a 4+? yes please, this 40k goblin is happy to serve his purpose Very Happy

Sure is! It seems to out of alignment with rest of game. It's the only area effect skill, it's passive, and it stacks. Spammed automatically on Nurgle teams, can be prohibitive of doing anything with ball on swaths of the pitch without much effort. Should be nerfed to remove stack effect IMO

it's a 50% chance to hit anyway.

It's a skill that wont get a lot of use, so at least stacking means a team with lots of it can actually get some results with it from time to time. The main use seems to be messing up handoffs when the opposition forget about it. Or from putting off people from doing handoffs which otherwise would get them out of a sticky spot with a 2+.
