As I understad it, Divx is official experimental rules. How do you decide which experimental rules to use and which rules not to use? Many of the magazines and annuals have contradictory rules, i.e. secret weapon lists (that you're not using). No Thrud the Barbarian, etc. Lastly, the Open Division basically is a league, and BB has always assumed that there would be house rules for leagues. Just because freebooting stars is in the LRB, doesn't mean that you have to allow this in your league.
