OK, four minute turns, then a reservoir of 15 mins on top.
What happens if someone exceeds that 15 mins?

Actually what happens is you become unable to select any more players. You may complete an action started with a particular player and you still have to press end turn.

Has anyone actually used all the time up (both the 4mins and the extra time) and couldn't finish a turn?

and has anyone ever used the extra time for anything else other than finishing a very slow turn?

I've seen the full resevoir time used up, it was a very slow player.

I was under the impression that this is only utilised in ranked and leagues that tick the box. For instance if you use your time up in unranked or accademy you can continue as you like. Am I wrong?

Thus ranked is a 10 minute time limit, so where ever he's playing a 15 minute time limit, doesn't affect play at all...unless a league calculated to that.

I wish it had always been enforced, I still shiver when I think about the one game that lasted almost 3 hours... Usually oppo didnt move anything until he had used 6-7 minutes for thinking... Longest turns were about 15 mins... Yes, I did mention the 4 min rule to him many times... Didnt help.

I used it up recently but thats because my client isn't working properly. I'm searching for the answer now but yes at hat rate it would have been a VERY long game.

If you do not want to read the full rules again. Here is the paragraph Mr Sod was refering too I think.

Intentionally delaying the game by for example not ending your turn or by waiting for extended periods of time before moving is not allowed.
