i doubt it given that, afaik iOS doesn't support java...

Since jailbreak is legal, it also is legal to install java on iOS devices.

Flash on the other hand is a bit tricky. There is a way to play flash on idevices but it is still a bit buggy, since the flash client is still on beta.
