I think you are looking at the subject, rather than the elements within it.

a) The general response to this will be yes

Only allow it to reroll injury. PO doesn't need a major nerf...the clawbomb teams don't actually win that many games, unless they are being coached by RandomOracle or Carnis (who get silly win rates with other races too).
I've seen a few proposed fixes to PO, and I also quite like "no modifiers apply to a PO", so if you PO, you can't use claw or MB on the PO roll. Think my favourite is only RR injury though. |

Great point, it's the AG4 teams that have the silly win%, however if GW were still making money from BB they would want the customers to be happy and they are not happy with PO(cos they are pixel hugging babies) but fine with AG4 and Blodge being overpowered(cos they are pixel hugging babies). |
