Can you shadow a player using quick snap? Was this cleared up during the tool development? |

Pretty sure you can use shadowing when a player follows up a block though, which isn't a dodge. |

Since there is no dodging during a Quick snap it seems as you cannot use Shadowing during an opponents Quick snap. |
What rules state:
"The player may use this skill when a player performing an Action on the opposing team moves out of any of his tackle zones for any reason"
But to original question: no - quick snap is not an Action |
