This question just popped into my head randomly.

If a player with PO but w/o block gets hit by a player that also does not have block, can they PO?

Piling On (Strength)
The player may use this skill after he has made a block as part of one of his Block or Blitz Actions, but only if the Piling On player is currently standing adjacent to the victim and the victim was Knocked Down...

So I would say no since it has to be that players action & he has to be standing when the other player is Knocked Down.
