I've been playing with my undead team and after game ended one of my mummies had the amount of 7 sp
BUT when it came to choosing skills I've been allowed to choose twice
(so my mummy got block and stand firm)

Begging for answer if it was a bug or not

You shouldn't have to beg. It should be obvious, if you've even glanced at the LRB. You get your second skill at 16 SPP.
