Blitz return - Why not?
Think about it. Opponent is making a blitz action. Then your player with blitz return could make a move of up to 3 squares and maybe even block the path of the blitzer or make a defencive assist.

Or you could move up to 3 squares and make a blitz action yourself (even hitting the original blitzer) if you have enough movement, GFI's allowed.

for that to work, you'd need to know where the blitzer is going and who he's blitzing. Easy to do with passblock, not so with blitz return.

Some blitzes can be predictable.
For example you know that a ball carrier is going to get blitzed or, if you are defending, the attackers' blitz is generally used to open a path to score.

Blitz Return - all the players around the Blitz Returner in a range of 3 squares (like Disturbing Presence) are swollen with RAGE! on a Blitz! KO result. all the affected players gain St10 and all the blocks thrown to said players result in SKULL. The opponent's highest SPP player MUST blitz and block one of said players or suffer extreme defeat and leave the field for the rest of the match. You are entitled to punch a baby in the radius of 3 meters once with no legal issues. If there are no babies in the radius of 3 meters, you can punch your opponent.

Sounds more like blitz-block. It should certainly see a lot more use than pass block. I really really like it! I wouldn't let them blitz on their own, but blocking the path... sure. Heh, if you give it to the ballcarrier though... Oh look at me, I'm 3 squares from the endzone. Blitz me!
You might want to add a rule saying you can't move with the ball, or that you have to move toward the guy making the blitz. Even so, it would make cageing WAAAY easier since you have 1 (guard/diving tackle/tentacles) player who can clog up the hole in the cage, or even just grab onto the blitzing player.
