In doing so, they have effectively thrown the entire theoretical basis for austerity out of the window."

It's not conspiracy. The Bank of England has basically admitted that the global monetary system is a farce, biassed so that PRIVATE banks gain wealth for free, off the back of hard working people that pay their mortgages. Which is a form of forced enslavement given shelter is a basic need that can't be met with any reasonable alternative. It is a modern remake of feudalism, but none of the workforce are interested in understanding such knowledge if it isn't broadcast regularly in the mainstream media.

https://www.positivemoney.org/ have been protesting about this concept for a while, which has finally made so called experts from the bank of England write a book on the topic, which should allow for cultural thought processes to shift in a direction such that the system can change for the better, but alas people are ignorant and arrogant so no chance occurs.
