What do you do with teams that fail to develop remarkable players? Obviously in box or ranked you can just fire them and start over but what do you do in a league environment? Can you win with pedestrian players?

Most positionals can develop quite nicely without anything spetial. Sure, it is always nice when a possitional develops in extraordinary ways, but I think that as long as they develop, all positionals are fantastic.

You can definitively win with "pedestrian" players

Nothing wrong with a full toolbox of the basics to work with.

A lot of those "exciting" players can often lack the skills they need to impact the game at their full potential.

Sometimes having a completely normal team is exactly what you need to win. See above examples.

There is something in this I think because that's why teams like Humans and Amazons often struggle at high team value, they're limited by the potential of their stats.

But the thing to keep in mind is that most teams have exceptional players right out of the box, when "exceptional" is considered against the baseline of 6/3/3/8 with General skills.

With no stats or doubles at all, elves can still be phenoms, Beastmen can be killers, Dwarves and orcs can be an iron ball of Guard and pain.

Yes. Sure it's probably going to be harder, but yes.

Also I wouldn't go for the fire and replace option in league, even normal skills are very valuable over a rookie when every game counts. Besides, all you have to do is play enough games and you'll get your remarkable players.

Yes, you can, but you should think if it's worth to increase your TV with a not special player, TV management is important even in private league.
Generally the lower a player's cost is, the less return you have on skilling him up.

the right dices at the right moment can overturn any tide.
make your opponent roll huge loads of dices to get where he want, and it's going to roll several 1s eventually.

One of my oldest team is a Dwarf squad with 7 doubles, 1 stat, and 2300+ TV.
It's still an incredibly solid team that would be scary for anyone to have to face

That's really the game as intended isn't it? You start a league, you choose a roster, you roll with what you get. In my experience with small-ish leagues, most teams would be pretty vanilla, your +AG guy or your MB Werewolf would already rate "most wanted" in many cases, and if you manage to roll a real stat monster, that's the stuff that legends are made of.

In Fumbbl Majors you need those super freaks because everyone else has them, too. In a private league, not so much.

Plenty of teams function perfectly with all normals. Anything tier 1, and plenty of tier 2 require zero luck with skill rolls.

tier 3 in a league may very well be better off playing inducements than getting stats/doubles too, it depends where they land.
