Dots under the SPPs number on roster page

Hello!
I noticed some dots under the SPPs of some players on roster pages, what they mean?

For example, my HE roster:

Blitzer #2 has 20/28 SPPs and ..

Thrower 8/28 and .

My guess:
1 dot: a random skill can be taken
2 dots: a random or chosen primary or random secondary
3 dots: random or chosen primary or chosen secondary
4 dots: stat boost (or the other options above)

Is that correct or do the dots mean something else?
