I'm trying to set up a small resurrection style tournament for my friends. How do you set up starting skill packages while making a custom rule set. I figured the rest out (starting go, no progression, etc).

On the "team settings" tab you can set "Skill Progression" to "predetermined".
Then you can set how many skills are awarded after each game.
