I can't seem to find a good defensive setup against Skaven when I play Nurgle. The Rat Ogre often smashes into my defensive line, opens up a gap, and the Gutter Runners slip through and end up scoring.

Do you have a solution?

Turn 1? Pressure them into getting prematurely into position and take advantage of the stalling rule, so you can equalize. Turn 8? Have already removed any Juggernauts.

indeed, Nurgle is a gentle giant that lets you score first, and then sends everyone else to the dugout box.
And farts.

Kick can prohibit touchbacks, which is huge on turn 8/16. Putting Bloaters and the Rotspawn on the line on turn 8 drives can not only force a Juggernaut blitz, but also crowd the line with presence clouds, increasing the odds of a catch failure. Just two clouds turns the catch into a 4+.

Related: on earlier turns, obv don't put Bloaters on the line, but ... either they have committed to a location with the ball, or the ball is back to pass, so just make sure wherever they pass, there are clouds on the receiver. Don't pressure the ball if they get it into stalling range in their first four turns, but until it's in range or after 4 turns, that rule doesn't apply. If you can push them into stalling range without following or zoning them, in the first 3 turns, that also works. Also also, if they're relying on a Juggernaut RO, you can mark him with a Rotter. Obviously you want a bench to do this, but unless Roger also has Break Tackle, that'll shut down the Jugginess. (Even if he does have Break Tackle, a naked 2+ loner dodge and a couple lost squares going around the mark is far worse than any negatrait.) The other thing you can do is attack his support, punching any adjacent linerats so the Skaven coach might waste an action getting someone in position if they were planning on blitzing with him. That's weaker, but the two are not exclusive.

Speaking of getting rid of ROs, just do damage, even if it's to the "wrong" player. The same is true with GRs, to a lesser extent. The main weakness of Skaven is that their linemen are too fragile for how poorly they dodge. So mark them and punch them, and soon that protective shield will start to ablate. Develop for damage, rather than control: MB counteracts your weaknesses and plays to your strengths at the same time, so take a ton of it. Block first, of course. Dirty Player on Rotters is great fun, lets you target the best thing you take down. Practice your Orcish Conveyor Belt tactics: use locks to pin players down, and diagonal blocking (especially on the line) to engineer as many punches as possible. Push for punches, and don't follow into where you're going to have to push another player. Monstrous Mouth is a hilarious Bloater skill, too.

A bench ensures you can always take advantage of a numbers gap even if you take damage, and you can afford to foul for numbers late in the first half, which has frankly been a hella luxury since the days of LRB5, unless you count DP/Git players in 2020.

Kick first. I forgot to mention that. Unless they just have 11-12 players and you have a bunch of Block/MB, then you could make an argument for receiving first, because it gives you a big jump on blocking right at the outset. They make pitch clears that start that way. But usually the rats will have a bench unless both teams are low-development, so kick first in either of those cases.

As far as letting them score first, well, some teams are hard to stop. Others you can hold out.

Quick browsed your replay. You shouldnt let a ratogre try a surf on T0.

Watch great positional players like Malmir (team Ooze & Booze).

You did the right thing trying to do an 8 turn score & reduce players, also prevented ott with stand firm, would have been better not to have Rotspawn on line.

Against skaven at Tv1000 a draw is a fairly good result as nurgle. They start with a lot better roster but it evens out by tv1600.
