Background
Lustrian Pact are an unusual mix of Lizardmen, Slann and Amazons. While they do not see eye to eye on many things they still form an usual and strong team in their own way. With clear strengths and weaknesses and an unusual passing and diving catch play style. They delight and frustrate fans and their coach in equal measure.
Rationale
Lustrian Pact is a team I decided not to add for a long long time, as I didn't think it added anything particularly interesting to the game. However as I neared completion in terms of covering every race and significant sub faction in The Warhammer World. I felt like this became more of a glaring omission. Lustrian Pact did formally have a semi official team although it was very short lived due to the rules changes and formation of the Living Rule Book around that time.
Unlike the short lived Lustrian Pact team I decided to go with Skink for the 0-12 position. The only other reasonable choice is Amazon Linewomen, however they are still under-costed and a negative play experience for the opposition unless you have Tackle or a lot of Block to deal with it. Skink 0-12 position makes the roster more interesting.
I considered adding Chameleon Skinks too, but felt that along with the other players in this roster it had too much Lizardmen representation in the team, plus have 2 positionals with On the Ball felt wrong from a clean design philosophy.
I decided to have 0-2 Amazon Throwers in the roster. This adds the Amazon representation in the team. I decided to go this route rather than just have Linemen from the different Lustrian rosters as it leant it's self to certain patterns of play and a unique style. I also did not want the Blitzers or Blockers from the Amazon roster as I believe they would make this roster too strong, and they would not add anything unique. The most interesting thing about having 2 Throwers is the way they team up with Slann Catchers. Even though both positionals have Animosity the Slann Catcher has Diving Catch which means you can target empty squares adjacent to the Slann Catcher with your Amazon Thrower and you do not have to worry about Animosity.
I added 0-1 Saurus to add a bit more St to the team and to give it that un-uniform feeling of a Pact team, also this is a nod to the old Lustrian Pact team.
I added 0-1 Slann Blitzer and Catcher to give the team some variety and so all positions are covered... Blocker, Blitzer, Catcher, Thrower. As mentioned before the unique Slann Catcher and Amazon Thrower skill sets give this roster some uniqueness, and while they have fast but squishy lineman, the Saurus, Slann Blitzer and Kroxigor bulk the team up enough to keep them competitive. I decided to only allow "official players in this Pact team, I could have potentially added Snakemen, or Zoats, or Forest Halflings, but I did not want to muddy the waters with "unofficial players" in the roster. Some may point out that Slann are no longer official, however they are allowed to be used at NAF tournaments and they've been in the game for long enough that to me at least they are as good as a "Team of Legend" to coin a GW designation.
