Seems as though too many idle teams are in F3 and its the easiest division not to get relegated from, while FQ is arguably the hardest to get promoted from.
How about making 24 teams promoted from FQ and 24 teams relegated from F3 each round, instead of 18.
FQ: 24 promotions
F3: 12 promotions
F2: 6 promotions
F1: 3 medals
seems like a good pattern to me.. |

fq->f3 6%, f3->f2 20%, f2->f1 15%, and f1->f2 30%.... So yes it does seem that fq is hardest, BUT:
1. The most teams are in fq
2. In f3+ you can't play your TR/TS 200/200 team vs. someone who just started with TR/TS 100/100 (I know that this is not fair, but people use this advantage to get to f3)
3. f2 is hardest faction to get up
4. You just can't compare fq with any other faction.... just look how many coaches haven't played more than 4 games... if you look at that you'll see that it is 18 teams up to f3 of ~50 which is now 36% ...... |

With this situation you should also remember that relegations are the same, and would be
F1: 6 relegations
F2: 12 relegations
F3: 24 relegations
FQ: lala
And when you compare the 24 to be relegated to it's common size 60, it'd be (again arguably) tougher than any other division to stay in. Percentually. |
