Well you have two choices.... Decent Runner by going the blodge + sidestep route. Or opening up more options to your team by making him into a thrower. Its a hard choice but I think it would completely depend on how you WANT to play him.
Personally... hmm tricky. Id probably go with Side Step |

NSS but there are OTHER skills that help a passing game that arent IN passing skills. Strong Arm anyone. Think before you slate.
Note I didnt SAY take a passing skill. I said he could turn him into a thrower. By that I meant take strong arm. |

I'd say strong arm, as developing a thrower makes your dwarves more fun to play and more fun to play against. |
