You didn't use to be able to. With the new UI you just drag and drop with the dots to the left into whatever number order you want in the pore-game screen (before you ready) once you are readied, its locked.

Yes, it's quite easy once you get the hang of it. When building a team, I find it easiest to build the team, and just before readying it, drag and drop the players to the right slots.

You can change an existing player's number between games.

You should be able to renumber players at more or less any time (ie. it doesn't have to be in post-match).
