I just used fireball on a setup like this:

o o
/

Where the o's were standing up and the / was prone.

The o's got agility rolls to save vs the fireball, but the prone guy was automatically saved. Can this be right?

It's right. Only players that are knocked down by the fireball roll agility.

Err yes, but thing is -- should you be 100% safe from a fireball when you are prone?

Yes. You have to roll agility if you are standing. If you fail you get knocked over and you have to roll armour...

I think the idea is that its the actual hitting the ground that causes damage, worryingly enough. So if he is already on the floor then he takes no damage as it goes over him or he is not falling anywhere.

the fire ball is 3d as such if you are on the ground you aren't in the centre of the blast but only touched by the edge of the flames... not enough to hurt you...
