What is the ruling these days about buying inducement.

The Top Dog goes first, can they buy? This would increase the Under Dogs inducement accordingly.

So say Top Dog buys nothing, can the under dog over buy, thereby allowing the Top Dog to buy whatever the increase is?

Or lastly Under Dog can only use there petty cash period

Underdog can only use petty cash, plus anything the Top Dog Spends (if applicable)
