Sadly, no. JavaBBowl requires Java 2 (also called JRE 1.3.1 or higher) and Apple never made that version of OS 9. They never will, either, since they want to get everyone to switch to X and kill 9.
The good news is that it does run great in 10.2.x (particularly with the JRE 1.4.1 update) and 10.1.5 (which you can pick up really cheap here, for example). In case you're desperate and have a G3 or higher, you can always pick up an old copy and give it a go. You might actually like it enough to use it all the time (hint hint! It's a good thing!).
