How do I change TV to TV1100?

Can I give skill rolls to players or '6' spp? And can I choose them to be 'normal' and 'double' rolls?

and if I want to change it to none progression, should I just set all teams to none progression?

You can't do any of that yet.

All teams and tournament have to be non-progression. However they have to be rookie. I believe (used to be anyway) this has to be done when the team is made.

What you can do is give money as inducements.

Depends which part you mean. However over 1000TV resurrection, at the moment; yes. The long term plan is that will become a usable feature though.
