On June 28, 1996 the victim Franklin Rondon became engaged in an argument with the subject Lincoln Cabrera. It has not been determined exactly what transpired between both individuals but Lincoln Cabrera displayed a gun and fired numerous times at Mr. Rondon. Mr. Rondon was shot several times and later expired at Columbia Presbytarian Medical Center. Lincoln Cabrera has been arrested several times in the 34 Pct. And 33 Pct. For narcotics. Subject is also wanted by the F.B.I.
