I'm not alone, here. Sceadeau, Dare and myself have tested this independantly, and we're all in agreement.
GFI fails every single time, without fail, unless you use a ReRoll, and then the results of the reroll are normal (that is, you can succeed on a GFI). Any other standard GFI attempt is automatically 1.
I know SkiJunkie worked on the code for Sure Feet, so it looks like maybe something like this was done:
