I am typing this without having any practical experience playing Skaven, but I've played against them often enough to understand some of their mechanics.

Developing the liners is nice, but frankly, if the team wants to go anywhere, it has to revolve around the Gutter Runners and to a lesser extent, the Storm Vermin. The Skaven team does well that has these players developed with different purposes in mind. You frequently see people post about Dauntless/Horns/Blodge Gutters as the ultimate blitzers, VLL/Sprint GRs for one-turn scores, and very often you see at least a Claw on a Storm Vermin, if not also RSF to help the Skaven keep up with the opponent's CAS count.

While offense is usually pretty easy with Skaven, it's defense where the skilled coach differentiates himself from less skilled coaches. If you can learn to play effective defense with Skaven, you'll be tough to beat - and, again, the most effective defense I've seen comes from those Skaven teams with developed GRs and SVs. GRs can so effortlessly help surround a cage that slowing a cage isn't too difficult a task. Of course, actually stopping it completely is another matter, given Skaven AV. Still, it's very easy for Skaven to harry a cage into making a mistake, and usually have plenty of speed to take advantage of any mistakes or unlucky dice rolls. Against agility teams, the spread out nature of such play is usually so much to Skaven advantage as to make it not necessary to have a lot of general tips on hand.

Granted, if you can get Block/Guard or FA/Guard on a skaven liner, that's a great player to have, but let's face it, Skaven liners are there to lay out TZs and clear the way for the true players to make the big plays.
