[L]eague for evolving teams, using tr 100 teams and similiar rules for all the teams.
[R]anked tournament for current teams, with a TR cap maybe?

If there are enough applied teams I'll send PM to all of those who have applied to confirm that they want to play in the league and start arraging the first season.

If it is in [l] i would create some zombies for it, but yes, i would  .
Do a "everyone plays everyone" tourney pls... some kind of evolving league. |

You can run groups/tournaments in R as long as the rules of R are adhered to... Stables is an example of an unofficial R tournament.
But it would have more options available to it in L, e.g. Sched. Round Robins/Swiss Style etc... |

personally id prefer L, however ive also noticed...
