Only if teams with broad PO access also don't have access to Dirty Player or Sneaky Git right off the bat. It's not like fouling is mutually exclusive to PO except on the individual player action level. Also, most people use piling on in a way where they arent exposing that player to retaliatory fouls.

Just make piling on a choice before armour/injury rolls. What gives C/POMB heavy teams the edge is the cas/KOs they get without piling on as their players are still effecting the play. Take that away, half their team ends up on the floor half the game and they become a whole lot less effective at protecting the ball plus will get to block less.

Oh, and sneaky git as KO. It makes foulers less crap but not totally deadly (so an elf fouler becomes more viable but bash teams don't get to POMB and foul kill everything).

O[L]C rules

1. Fouling +1 to armour roll.
2. Claw does not stack with other skills that modify armour rolls.
3. Piling On allows coach to reroll injury only.
4. Right Stuff prevents the Tackle skill when blocked.
5. Sneaky Git functions like Guard on foul assists.
6. Banned sneaky git players are sent to the KO box instead.

My fix

Make dirty player the skill it used to be (+2 on armour or injury roll) to discourage the piles of spp.

This way, the spp should be spread on the whole team.
