Yes they are. Handicaps are in the "extra rules" section of the LRB, and it is specifically stated in the LRB that any or all of the extra rules can be ignored as we please. Therefore disabling handicaps when they are a bad idea is 100% LRB compliant.

this is wrong.

180/120 wouldn't play a 120/120 team with handicaps enabled. But would without.

Wait yes it would...

The effective TS would be 15 TS apart, which is the limit.

Not rankings. Difficulty rating is related to the championship. Though we can't see individual games. BTW I am number 5 on the list this month:)

If you only apply handicaps when they make the matchup more fair, then you get as many matchups as possible, and better ones as well. It's easy!
