With the best will in the world I don't get the motivation here. Why would someone choose to play a halfling team and then demand they be just as powerful as Orcs? I think that you are gutting the core of the game in the name of some strange sort of fantasy race egalitarianism. If someone wants to win at all cost... don't pick halflings. The fact that each race is fundamentally different and they are far from perfectly balanced is a huge part of the appeal of blood bowl in my opinion.
To each his own I guess. |

I want to play a halfling team, but only if they have have ST3 and AV9... OH and can have access to the basic skill set  |

One possibility would be to not allow the block skill. If you took away block I would almost guarantee a win for Silly Sod using Halfings vs Orcs:) |
