I use MSPaint for all my icon-editing. I'd use something else, but I like MSPaints simplicity.

I've downloaded GIMP, but am having "issues" getting it to do what I want/need it to do. If anyone has the time to give me some pointers/advice when you are online, please msg me via chat.

Inkscape (and Illustrator, Freehand, Flash, etc...) is an interesting alternative. Rather than an image editor - in which you manipulate the image by changing pixels - it is a vector-based illustration program - in which you manipulate the image by altering the lines.

The learning curve is generally considered steeper and - for icons in particular - you are sacrificing exact control over the pixels that are displayed... but for the right person (typically with a fine arts background) it can be incredibly powerful.
