I like the idea, but I think it would be very difficult to maintain balance. I can't see it becoming a part of the official rules, but it could make for a bit of a change in an unofficial league (i.e. not FUMBBL).
I'd agree that starting with a single 'racial' skill per race (as Skrofler suggested) would be sensible.
