If you're going for every unique named character, then you have to go all the way. The two-Xanders example is easy - they both embody different aspects of Xander, so they are both unique.
The same goes for all vampire versions, alternate reality versions (like every single character in 'The Wish' - so "Wish Buffy", "Wish Harmony" etc), split-personalities (Ben and Jerry...er, Glory; Anya/Anyanka).

Potential oddities:

Wish Cordelia - it kinda is our universe's Cor. She remembers our world, etc, but then she dies, and is still alive in our world.

Anya - Should you have three versions of Anya? Human Anya, Anyanka and 'pretending to be human Anyanka'?

The First, in its' many guises (Jenny Angelus' victims, The Master, Dru, The Mayor, Adam, Glory, Warren, Buffy, Spike, some of the Potentials...the list goes on)

Adam - there is the unnamed human version of him in 'Restless'. Also, don't forget the Cheese Guy. Very Happy

Tara after Glory's brainsuck - will this count?


This list of weird stuff could go on forever. Man, I love Buffy.
