The All-Zombies come from Arapice Island, the infested neighborhood of the city of Steelport from Saints Row.
Dead citizens and STAG soldiers were reanimated by the deadly airborne biochemicals released from a crashed STAG transport plane on the island.
After this event,the necromancer Merrill Bentley decided to go there and recruit several zombies for make an undead team of blood bowl.

The Steelport All-Zombies are maybe the worst undead team ever because they are made up of only zombies who lack in agility and movement.
