The XXXL Leeg project is an attempt to create a pure Goblin league with strong fluff and additional team managment possibilities for Coaches.
This is an attempt to offer a current status of a Ruleset for this project. Italic Parts are still to be debated.
OVERVIEW
Closed League for 6-8 teams per divison with Seasons, including Pre-Season Friendlies, Pre-Season Showcase Tournaments, a Round Robin Season and decisive Knockout Tournaments at the end of the Season.
Only Goblin teams with enlarged pool of Star Players and additional Specialist positionals.
Additional legal Team Managment.
Additional Great Bribey phase and Black Market.
LEAGUE SETTINGS
Fouling is with +1 to injury if not inerfered
Petty Cash does not affect TV
Piling On costs a Team Re-Roll
Banned Sneaky Git players are sent to the KO box instead.
CAS delivered through fouls give 1 SSP to fouling and fouled players.
Coaches with access to Corruption Cards can change certain rules for one matchday.
Team Creation
Every team starts with a treasury of 100K.
A Coach can hire and fire regular Players, Team Re Rolls, Staff and one Specialist.
A team has to be able to field at least a squad of 11 players to join the XXXL.
A team that joined the XXXL can apply for a Sponsor and play up to 3 friendlies before participating in an official tournament.
Team Management
Coaches contact their opponents and schedule the upcoming match.
Coaches can hire and fire players and staff as usual.
Coaches are allowed to hire one Specialist per Matchday.
Coaches may declare any item in their team's loot or any player for sale.
Coaches that agree on a transfer may contact league officials for finishing the deal, the league officials will update the team's rosters and treasuries accordingly.
Coaches may contact league officials for activating Specialist rolls (Flincher, Shaman, Player-Coach, Cheerleader, Fan) or make their Specialist rolls in the according Discord channel, the league officials will update player or team stats accordingly to Dice results.
After readying their team Coaches may send in how they want to spend Gold during the upcoming bribery round.

The Great Bribery
Each Coach sends a list with how they like to spend money during the Great Bribery. This includes:
Offers for Exclusive Contracts of Star Players (starting at their current Starting Prize)
Offers for other team's players (starting at the player's current Costs)
Offers for Corruption Cards (starting at 50K).
Offers for Access to the Black Market (starting at 50K).
Bets on upcoming games.
Declare a Bounty on a player in the league.
After all offers have been send in the league officials will announce the results.
League Officials edit players and treasuries accordingly. Coaches that made contracts with new players will get their teams unreadied to hire according players.
Coaches may activate Specialist rolls (Flincher, Shaman, Player-Coach, Cheerleader, Fan) until , the league officials will update player or team stats accordingly to Dice results.

Matchday
At specific phase of the XXXL teams may receive additional funds for Special Cards or Inducements.
Post Match Phase
After ending their game Coaches add following Information to their Matchreports:
Casualties through Fouls.
Used Black Market Cards.
The league officials will update SSP and remove any temporary Card caused Skill and Stat Changes accordingly.
The league officials will make a Specialist roll for any fielded Bribed Ref.
Teams enter Team Management phase.
TEAM MANAGEMENT
Every team needs to field at least 11 Players at to be able to join the XXXL Leeg.
During a tournament or league Teams are allowed to have less than 11 Players ready for next game. They will be granted to field Journeymen instead.
Teams may hire up to Specialist per matchday. Specialists act as regular players but with additional skills. Teams may activate Specialist skills between matchdays. Please refer to Specialists for further details.
ADDITIONAL TEAM MANAGEMENT OPTIONS
Coaches have additional Options for Team Managment before readying their teams and entering the Great Bribery.
Activating Cards or Specialist Rolls
Teams that possess any kind of Special Cards or players with Specialist Rolls may activate them by contacting the league officials or by using the according discord channel.
Legal Trades
Coaches can try to legally sell and buy their players or any unused Card in their Loot.
A Coach who seeks to sell one of his players can announce a Starting Prize to the other Coaches. Coaches may react with secret or public offers.
Coaches can decide on a payment method of their wishes. Coaches can pay for players with Gold, or trade any of their own players or staff (Apoth, Assistant Coach, Cheerleader, Rerolls). Teams may make additional deals that consist of consequences in case of specific achievments (winning a tournament, making a certain amount of TDs, CAS or SPP, etc). Basically every kind of deal is allowed as long it can be finalised until the end of the season and both sides of the deal agree.
To finish a deal both Coaches have to contact the league officials with all details of their agreement.
The XXXL Leeg will take 20% of any legal transfer and add it to the league's Petty Cash.
If two teams agreed on a deal but the buying side fails to transfer the money in time the league officials declare the player's contract null and void. The player leaves any team and becomes instead available as a Star Players in the Freeagent Pool.
Sponsors
Teams can offer to put big fat logos from commercial companies on their jerseys.
Coaches have to add their sponsor on their Team's Profile page and mention the Sponsor's name at least one time during in game chat. If a Coach fails to mention a Sponsor the opposing Coach may snitch the breach of contract to league officials!
Teams with a Sponsor may roll 1d6*10K for additional Gold between matchdays.
Teams that won may reroll their Sponsor roll once.
Sponsors also demand certain requirements. Teams who get a new Sponsor roll a Sponsor Roll to decide on the Sponsor's PR strategy.
If a Coach is not satisfied with the Sponsor's conditions they can ask for a renegotiation (or look for a new sponsor) after the next matchday.
A team may actively change Sponsor or Sponsor requirements twice per season.
If a team fails to fulfill the requirements for 3 matches in a row the Sponsor will declare the cotract null and void and not pay anything after the third matchday.
If a team fulfills the requirements in at least 1 of 3 matches the Sponsor is satisfied with the team but decides to roll a new PR strategy.
Coaches can ask the XXXL Leeg's most corrupt employee, the Accounting Chiefgoblin, for any amount of money from the Leeg's Petty Cash.
The Accounting Chief will demand return of the money after the next matchday. If a Coach can not pay back in time he has to roll 1d6:

The Accounting Chief sends out his boys to give you a friendly reminder. A randomly selected player of your roster will be missing next game.

The Accounting Chief is in good mood, the team may pay back after the next game +20% interest to the orginal debt.

The Accounting Chief takes forgot about the debt.. for this week.
This can repeat a maximum of 3 matchdays (summing up to 60% interest) or until any Season Reset due End of Season or ongoing Corruption Event.
If a Coach won't pay back by this time the Accounting Chief gets fired, the new Accounting Chief locks the team's Treasury and collects any Income to the Leeg's Patty Cash until the debts are settlet up.
To speed up the process the Accounting Chief puts any Rostered Player from the locked team up for Sale. Coaches from other teams may buy players for their current Value or highest offer. Any spend Gold is transfered to the league's Petty Cash.
When the original debt+60% has been settled the Accounting Chief will reopen the team's Treasury.
Teams with a locked Treasury can not spend money on new players, staff or cards. Teams with locked Treasury can not ask the Accounting Chiefgoblin for money.

STAR PLAYERS
The XXXL Leeg offers an expanded Roster of Star Players. These include traditional Star Players from recent Rulesets, forgotten Star Player Adaptions, additional Trolls and Warpstone deformed Nightgoblins.
Available Star Players can always be found with their current Starting Prize in the Leeg's Free Agent Pool.
Coaches can induce free Star Players during an Inducement Phase or attempt to hire a Star Player during a Great Bribery Phase with an Exclusive Contract by highest bid.
EXCLUSIVE RIGHTS
A Star Player with Exclusive Rights joins a team's regular Roster.
A Star Player costs as much as was bid for him.
The Star Player can now use the team's Apoth or Shaman in case of In-Game Injuries but can not gain additional Skills and will not keep SPP.
A Star Player's contract lasts until the End of the Season or a Season Reset enforced by the New CEO Corruption Event.
In these cases the Star Player returns with his Standard Starting Prize to work as a Free Agent available for all other teams.
Coaches from other teams can try to steal the Star Player during Great Bribery phases. Please refer to the STEALING PLAYERS chapter.
Star Players that suffer a Serious Injury or get (nearly) killed during a match will also leave the team. In this case the Star Player will blame the team's Coach for the injury and declare to never ever play again under the same Coach (lasts until Season Reset)
The Star Player visists his Private Apoth and returns with his Standard Prize to work as a Free Agent available for all other teams.
A Coach can fire a Star Player. In this case the Star Player declares to never play again under the same Coach (lasts until Season Reset) and returns with his Standard Prize to work as a Free Agent available for all other teams.
Specialists are Goblin players with additional staff functions and can be hired during regular Team Management phase. Specialists are peaked players and can not gain additional skills, but come with certain special skills that can be activated between matchdays.
Coaches are allowed to hire one specialist per matchday.
Coaches may activate their Specialist skills between matchdays but don't have to.
Players that are missing next game can not be activated*.
Shaman
Goblin Shamans have always been important figures in Goblin societies. Their hallucinogenic brews made out of maddening mushrooms and toxic spider venom can dissolve brains but with Nuffle's will they can also numb the pain of an injury. This makes them nearly as qualified as a regular professional Apothecary.

Shaman Grants one Apoth Roll between matchdays for any Non Lethal Casualty suffered in previous game. The Coach may chose the new dice result. If the player is only Badly Hurt after this roll the Shaman's spores did the job and the Player is healed and ready for the next match.

Handling a whole team of mad Goblins can be a burden for one single sane Coach. Professional Blood Bowl teams often rely on the service of specialised Assistant Coaches. Some of these are also able to play themselves.

Fan
A team desperate for money can offer a fanservice where fans are allowed to play with their favorite team! They are willing to pay for every game they get fielded for at least one turn. Roll 1d6*10K before the next match, add one half of the result to team's Treasury and add the additional half if the fan survives a match.

Bribed Ref A bribed ref can not attack or be attacked via direct Block or Blitz. A Bribed Ref may foul or get fouled. Bodycontact due Ball&Chain movement, Chain Pushes or Explosions are counted as accidents and are "permitted".

If a team fields a Bribed Ref for at least one turn they have to roll a 1d6 after the matchday. 1 The league confiscates the Ref's licence and the player retires. 2-5 Nothing happens 6 Bribed Ref gains Sneaky Git for one match.
Filcher
There are certainly some Blood Bowl players who made it despite their lack of talent. It was rather their contacts to Higher Ups that granted them the opportunity to realise the dream to become a star. But one dirty hand washes another and many teams benefit from the nepotism.
