When a player misses a pass, and the ball doesn't fumble, it will scatter 3 times from the target, according to rulebook.
Is there any other situation when the ball will scatter 3 times?

TTM will always scatter 3 times because it's treated as an inaccurate pass, but that's not the ball exactly. The ball will always scatter 3 times using the Hail Mary Pass skill.
And of course, the ball could bounce from player to player 3 (or more) times and "scatter" that way, but I'm assuming that's not what you mean. |

That is the only situation and in the rulebook "scatter 3 times" is in bold |
