I don't know...
But I'd imagine it's a function of the following:
How long your cars or trucks or whatever you want to call them are.
How fast they'll be going.
How tight you can twist the rails.
The main limiter will be the top one though. I'd be very suprised if you can do a turn tighter than a quater turn (90 degrees) with a chord that is shorter than the longest car.

Btw, I have no specialist knowledge, that's just taking a wild guess based on classical mechanics and toying around with hornby/my Grandpa's set up.

Most likely, you're looking for the z-scale, which evidently has a turning diameter of 290 mm (measured from track center to track center).

As Christer has said, Z Scale is the smallest, and I'm a personal fan of Marklin (but I've only got HO scale)
