It's been brought up in the past. To my mind, the issue isn't going over 4 mins a couple of times per game, it's consistently going over every turn. I've had some shockers where turns against me take 6-8+ minutes as well. |

If you play worse, people won't have to spend so much time thinking about their moves.
Personally I'm looking forward to taking 10+ mins each turn during our next game (obviously not the one in round 4, since I'm away then). |

Without being flippant, there can't be a ruling because nothing happens if you don't follow it - and hasn't for the last 60 seasons that I'm aware of.
I just try to play at a similar pace as my opponent. |

I have a tempo/pace that I am comfortable with. I will play that pace regardless of whether my opponent is faster or slower than me. I also don't get flustered if my opponent is faster or slower than me.
Usually my first few moves are worked out halfway through my opponents turn. The rest fall into place as my turn evolves depending on dice etc.
Everyone has a different playstyle that works for them. Its a common sporting tactic to draw your opponent into your playstyle to throw them off their game.
The ones who play slower are generally known to everyone by now, accepting and adapting to that is the trick.
