I can use IRC but the games doesn't start just and option to download a file which I have several times to no avail.. any suggestions?

Its a java file, so you need to install java (jre or jdk, the latter is for developers).

Assuming you have that installed just run the file - i.e. click on it.

It's probably that your file association is wrong. You need to make sure that the java file (.jnlp) file is set to be opened by javaws.exe (java web start)as opposed to the default that it is set to when installed.
