Every time I see a Dark Elf team without 2 Assassins and 2 Runners, I spend the entire match berating them for min-maxing. That's what min-maxing is, right? Not buying all the positionals on a roster?

Playing with 11 players and a large warchest at 1800TV is an aspect of minmaxing.
You have started to confuse being an arse for the sake of being an arse and minmaxing.
Is that the most powerful line up you could obtain if TV wasn't an issue? No, it isn't. Therefore you have minimised the roster size for maximum effect in the box environment. The taking of leader and having 2 rerolls is certainly an aspect of minmaxing as well.
