People living in Western countries don't know what they are talking about.
Things work very differently in countries such as Pakistan.

Why do you think clubs/embassy affiliated by embassies have similar rules (and only in these kind of countries)?
Government and local "authorities" dislike a lot that the local population have access to "forbidden" product or don't act like the tradition say they should.

Very complicated to do what you want unless you know, make generous "gift" to some right people and even then they have the power to shut you down if one day they feel like it.
The guy wanted to avoid this kind of problem and it's understandable.

However his behavior is naive because it's obvious he would have problem doing what he does.
If you don't have the protection of an embassy and want to open a business that go against the "local tradition" no other way that to make gifts and to be dependent of the good will of some people.
